Housing Services

The Community Development Division seeks to:

    -Increase the safety and quality of housing owned by lower income residents.
    -Increase home ownership opportunities for lower income families.
    -Increase safety and quality of supportive housing for children, people with disabilities and those at risk of homelessness.

To accomplish these objectives, the following programs are administered:

Comprehensive Housing Rehabilitation Program

    The Community Development Division asists low- to moderate- income homeowners with needed home repairs and improvements to eliminate code violations, increase safety and decrease energy costs.
    To be eligible for the program, the home must be located within the City of Lawrence. To request an application, please call the Office of Community Development at (785) 832-7700 or e-mail Tony Hoch, Rehab Specialist.

First Time Homebuyer's Program

    Residents of the City of Lawrence may be eligible for downpayment and closing cost assistance to help with the costs of purchasing their first home. The Community Development Division refers interested persons to Tenants to Homeowners, Inc. to determine eligibility for assistance programs and readiness to purchase a home.

Emergency and Furnace Loans

    The Community Development Division provides emergency and furnace loans of up to $5,000 for eligible applicants to eliminate immediate hazards to health and safety and to replace failing furnaces with energy-efficient appliances. Weatherization Program

    This program is available every August and provides grants for attic insulation, storm windows and weatherstripping of doors.
